Florida Lotto History

The Florida Lotto was created in 1988 by the Florida Lottery (the state’s government lottery agency founded in 1986). Lottery ticket sales opened for the Florida Lotto in April of 1988 and the first draw took place in May of the same year.  The lottery was created as part of an on-going effort to help fund educational programs for the state. By 1998, the Florida Lottery reported that it had already generated $21 billion in lottery sales and contributed $8 billion to educational organizations.

Since its inception, the Florida Lotto has undergone several major changes before it became the lottery that is played today. In 1993, lottery officials decided to change the distribution of the prize money so that instead of giving 25% of the prize money to the jackpot, 33.5% would be given to the first place winners to ensure better prizes. In 1998, the state began offering big winners the option of taking home a lump sum, and even lengthened the annuity pay-out schedule from 20 to 30 years.

Perhaps the most significant change came in October 1999 when the number selection was increased from a guess range of 1-49 to 1-53. Additionally, the weekly lottery which previously took place only on Fridays was changed to occur twice a week on Wednesdays and Saturdays. Lottery officials at this time also instituted a rule that in the event of national disasters, such as hurricanes or floods, the starting jackpot amount would be reduced to $2 million since so many Floridians may have to evacuate their homes. In 2008, the rules were amended to guarantee a starting jackpot of $2- $3 million.
