During 2008 the Massachusetts State Lottery Distributed over $900,000,000 in Direct Aid to the cities and towns of the the state. As a lottery policy, A minimum of 45% of revenues stays in the State Lottery Fund to be paid out in prizes. Currently, the Lottery’s prize percentage is over 69%.

Lottery revenues are distributed to the 351 cities and towns of the Commonwealth according to a local aid formula established by the Legislature. Lottery funds are not earmarked for any specific progams, allowing cities and towns to choose how they would like to spend the funds.

This is a great way for a state lottery to distribute its cash. We know that in many countries the lottery dictates where the money should be spent, often ending up in very inefficient expenditure and those causes that could really benefit end up losing out.
